On January 27, 2025, the State Administration for Market Regulation issued the "Notice on Carrying Out Pilot Programs for Deepening the Reform of Local Standards Management Systems" (hereinafter referred to as the "Notice"), initiating pilot reform programs in 13 regions including Hebei, Heilongjiang, and Shanghai.
In accordance with the deployment requirements of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, these pilot programs aim to explore new measures, mechanisms, and models for deepening the reform of local standards management systems, promote the rebulid of local standard formulation processes, the rebulid of standard systems, and the rebulid of institutional systems, thereby facilitating the construction of a unified national market and high-quality development. The "Notice" focuses on five key tasks: First, pilot the implementation of a negative list for local standard formulation to reduce the existing inventory of local standards; second, establish a new full-process management mechanism for local standards to promote the rebulid of local standard formulation processes; third, strictly manage the formulation of local standards by municipalities divided into districts and improve related management systems; fourth, ensure the implementation, citation, and supervision responsibilities of local standards, and strengthen standard implementation and supervision; fifth, explore new paths for the transformation of local standardization functions to enhance local standardization capabilities.
Group standards provide technical support and innovative references for the formulation of local standards, particularly in emerging fields or local characteristic industries, where they can fill gaps in local standards. The flexibility and rapid response capabilities of group standards can assist local governments in optimizing and updating local standards, ensuring they are synchronized with industry development, and enhancing the practicality and advanced nature of local standards.
For enterprises, group standards provide technical guidance and specifications, helping them improve product quality and production efficiency, thereby enhancing their market competitiveness. At the same time, group standards serve as technical endorsements for enterprises to expand markets, facilitating cooperation and exchanges among enterprises, driving the improvement of the overall industry level, and creating more development opportunities for enterprises.
For government agencies, group standards provide a scientific basis for local governments to formulate policies, plan industries, and regulate markets, thereby enhancing local governance capabilities and public service levels. Additionally, group standards can promote the development of local characteristic industries, drive technological innovation and standardization, and enhance the competitiveness and influence of the local economy.
